Excellent article. This may seem, at first blush, to be off topic, but I will show it’s relevance.
During the apartheid years of South Africa, the government faced the embarrassing problem of treating foreign, non-white diplomats and celebrities as second class citizens, per their race laws. They managed to skirt their own laws by issuing temporary SA passports to honored (though non-white) guests in which they were declared to be white.
I propose a federal statute that would issue all death row prisoners a temporary passport declaring the bearer to be a turkey. This would allow the U.S. Attorney General to review all such cases and recommend, if deemed appropriate, that the President commute the sentence and direct the offender to live out his or her remaining years on a penal work farm.
